We have a similar problem using the zip task.
We have some files that should be compressed in the
zip archive and some that are just stored. (.gifs)

When ant stores the files it reports the archive as
up to date and nothing was stored.

If I use the touch workaround, it stores the the files
allright BUT it uncompress all existing files and
stores them uncompressed.

(Btw, touch millis="10" does not work as a workaround.)
