Sorry ??? 

That's not a 'slight semantic change'. Was this aproved by tomcat-dev ? Is 
everyone comfortable with changing the evaluation order ? 

I assume you are talking about how things work in Myrmidon - on 
the ant2 requirements I don't see such a change.
