<fileset dir="d:\temp\some-nonexistent-dir">
    <include name="**\foo.java"/>
</fileset>

will cause the build to break, whereas it should probably just return an empty 
fileset. The current behaviour causes build files to become twisted just to 
circumvent unexpected build breakages. Ie it becomes necessary to include 
checks for directory existent before configuring any FileSet.

It is particularly annoying when you have a build system made up of reuseable 
components and it is not always certain that the directories for all possible 
generated artfects will exist at a certain point in time.
