signjar task uses jarsigner command in path, not from ${JAVA_HOME}

When using the signjar task, the task uses the first jarsigner command that it 
finds in the user's path rather than the one specified in ${JAVA_HOME}/bin.  
This is a problem because older versions of the jarsigner command (1.2.2 is the 
one that I had a problem with) do not support the same algorithms as the later 
versions (1.3.1 is the one I used).  Other than changing the PATH before 
execution, there is no way to use one version instead of the other.
