"Optional" means that the task in question requires something additonal 
beyond that required by Ant's core.

That something could be
1. an additonal library such as jakarta-oro
2. A later version of the JDK (a task may use a JDK 1.2 feature, while 
the core only requires JDK 1.1)
3. An external tool - the VSS tasks expect vss.exe to be there to operate

Also some tasks, eg <depend>, were just felt to be an optional 
capability, even though it does not have any other additional requirements.

The bundling of optional.jar is a convenience but it only includes the 
tasks - not the additional things those tasks require.
