tstamp task does not work like in ANT version 1.4

This happened between revisions 1.14 and 1.15 due to the following change:
From:
project.setProperty(propertyName, sdf.format(date));
To:
project.setNewProperty(propertyName, sdf.format(date));

setNewProperty doesn't overwrite existing properties.  And property DSTAMP is 
first set in Tstamp.execute()

Relevant log entry from 1.15:
This patch forces property setting to follow the same rules as the rest of ant 
in most tasks. The few tasks where we have not forced immutability will instead 
get 3 line ugly warnings telling them that they should upgrade or not use the 
same property name etc.
