I would recommend staying away from <propertyfile> for this kind of thing.
Its complex enough as it is and does not need to be overloaded.  It should
simply write a java.util.Properties file - and not involve some facade to
also write XML.

Perhaps it makes sense to have a switch on <propertyfile> that is
'includeAntProperties' that would write them to the properties file too,
though.
