Neither fileset nor dirset are really sets of files, they just provide
access to a preconfigured DirectoryScanner, it is up to the tasks to
do something with the Scanner.

I haven't looked at Rob's proposal at all just yet, but the only way
one could make this work inside of fileset was by returning a
DirectoryScanner implementation that was aware of the requested
ordering.
