I have just tried to recreate this bug (JDK 1.3.1, Win2K) and it seems to be
fine on my box. I have been using the VSS tasks for some time and my
VSS binary path has spaces in it (as this is the default install 
location for the product, and thus I'd have thought it wouldn't
be working for most people..).
