Bourne shell.

OK, bash in this case, sh if your change it to

<write>PATH=${PATH}:${HOME}/bin; export PATH</write>

${foo} is the same as $foo and is used to make the name of the
variable unambiguos - ${foo}bar instead of $foobar.

              The  value of parameter is substituted.  The braces
              are required when parameter is a positional parame-
              ter  with more than one digit, or when parameter is
              followed by a character which is not to  be  inter-
              preted as part of its name.
