The problem here is that I expected the task to fail if the DTD couldnt be 
resolved, but it isnt. the task isnt finishing (correct behavior), but it isnt 
being caught by <style>, and there is the problem of the zero byte output file 
being created which stops style running next time.

<jspc> had this same problem with jasper BTW; no it checks for the dest file 
being empty and marks it as out of date in this case, and cleans up leftover 
java files afterwards. crufty but necessary
