I don't know what is causing the problem but don't forget that it is not always 
possible to validate against a dtd (for example your xml could point to an 
external url and you are offline and you don't have a resolver that uses a 
local copy) or you simply don't have the local copy.

If you are offline and  don't have a custom resolver that backoff to a local 
copy your alternative is to modify the dtd.

I think there was a discussion to allow parsing without dtd resolving (or at 
least external) but I believe it could be problematic for entities defined in 
the dtd...
