Per 
org.apache.tools.ant.taskdefs.XSLTLiaison.FILE_PROTOCOL_PREFIX, 
"file:///" is prefixed to the absolute path of the stylesheet to form a system 
id with four (4) slashes (i.e.: file:////ss.xsl) on UNIX file systems.  This 
causes problems when an xslt engine like Saxon attempts to resolve a 
relative path for an xsl:import with the stylesheet's system id.  According to 
RFC2396, there should be a colon and two slashes (://) separating the 
protocol from the authority (or path since the authority is usually empty in 
the file:// protocol).

Warning:  It appears from the comments in XSLTLiaison that simply 
changing FILE_PROTOCOL_PREFIX to "file://" will probably break 
Windows.
