I would like to suggest a performance improvement for the Uptodate task (and
Condition/uptodate).

The "EVERY" operation could be improved so that as soon as one file was found
that wasn't more recent, it could stop, and NOT SET the property.
This enhancement could greatly increase the performance of this task.
It would be correct because as soon as one or any file is found that is not more
recent, it is not possible for every file to be more recent, and so "failure" is
known.

This enhancement could be done in conjunction with bug 7321, which adds a twist
to the "every" option.
