we are off on a tangent here. I am not proposing property expansion of
parameter files or anything like that; we are discussion how properties get
expanded in text elements inside Ant tasks.

1. fail: expands them
2: echo: expands them
3. telnet: didnt expand them
4. SQL expands them in the ant file; didnt know they did in a file.
