The question of when to filter is a little more complex:

If filtering input, do we filter the style sheet or the xml input file(s)? both?

Could we filter the output easily? - I haven't looked at the code but I suspect 
coping with xmlns:redirect="org.apache.xalan.xslt.extensions.Redirect" would be 
difficult.

It seems to me that this would end up with a huge pile of options that would be 
much cleaner to implement as a series of existing tasks:

<copy ...>
  <filterset .../>
</copy>
<style .../>
<copy ...>
  <filterset .../>
</copy>

IMHO we have too many tasks with overloaded semantics at present and while it 
may be difficult to reduce this, we can work to stop it increasing.
