<java> task doesnt handle exceptions raised in an app consistently

Summary: <java> task doesnt handle exceptions raised in an app
                    consistently
           Product: Ant
           Version: 1.5 alpha (nightly)
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Core tasks
        AssignedTo: ant-dev@jakarta.apache.org
        ReportedBy: steve_l@iseran.com

If you have an app which raises a run time exception then when fork=false this
always results in a build exception being thrown, regardless of the
failonerror flag; when fork=true the handling is (correctly) dependent upon
the FOE flag setting: continue when false, fail when true.

test case checked in to the (excluded) JavaTest class
