You would get ${prop}.

[bodewig@bodewig jakarta-ant]$ cat > /tmp/foo.xml 
<project default="foo">
  <target name="foo">
    <property name="foo" value="bar" />
    <exec executable="echo">
      <arg value="${foo}" />
    </exec>
  </target>
</project>

[bodewig@bodewig jakarta-ant]$ ant -f /tmp/foo.xml 
Buildfile: /tmp/foo.xml

foo:
     [exec] bar

BUILD SUCCESSFUL
Total time: 1 second
