Hmm, looks like its a Windows "feature".  Ok, then my patch is:

	if (((String)osEnv.elementAt(j)).startsWith(key)) {

to

	boolean matches = false;
	if (Os.isFamily("windows"))
	{
		matches = (key.length() != 0 && ((String)osEnv.elementAt(j)).regionMatches(true,
0, key, 0, key.length()));
	}
	else
	{
		matches = ((String)osEnv.elementAt(j)).startsWith(key));
	}
	if (matches) {
