You should read
	http://jakarta.apache.org/site/getinvolved.html

The short answer is:
	* create the patch file with diff -u
	* save the file as (something like) "filterset_croak.patch"
	* EITHER: Send to ant-dev with "[PATCH] Filterset should fail if it can't find token" in
the subject line
	      OR: Create an entry in bugzilla (below) and attach the patch file to it

I think the buzilla option is generally preferred, but both are acceptable.

	http://nagoya.apache.org/bugzilla
Once you create a bug/request you can go back to it and attach a file.
