How are you generating your UTF-8 - it looks a bit strange to me

Note the sequence c6 d8 c5 22 - this does not look like valid UTF-8 to me
(brushing off those rusty binary bit skills). When I load your file with jEdit,
which has a UTF-8 mode, that sequence has become a single character (fffd -
replacement character). The quote char has been absorbed which is the source of
the XML parse error. Actually it is a bit strange - I would have expected a
malformed encoding exception. 

Can you check your file?
