Change to allow site-specific switches to be applied

Summary: Change to allow site-specific switches to be applied
           Product: Ant
           Version: 1.4.1
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Build Process
        AssignedTo: ant-dev@jakarta.apache.org
        ReportedBy: andrew.doddington@jpmorgan.com

The ant run script allows global java runtime options to be supplied, using the
environment variable ANT_OPTS. Could a similar facility be added to allow
options to be passed to ant itself - i.e. placed after the ant main class in the
run command. This would allow us e.g. to compensate for new command-line
switches in new versions of ant when switching between versions.

Although the '-find' option was the main drver for this request,m it seems to be
a generally useful facility, which ought to be extremely easy to add.

Note: The Solaris release process allows environment variables to be set as part
of the standard Load/Unload process.
