Displays build 'trace' information, even when -quiet specified

Summary: Displays build 'trace' information, even when -quiet
                    specified
           Product: Ant
           Version: 1.4.1
          Platform: Sun
        OS/Version: Solaris
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Core tasks
        AssignedTo: ant-dev@jakarta.apache.org
        ReportedBy: andrew.doddington@jpmorgan.com

Previous versions (e.g. 1.2) would only display information such as...

compile: <<-- a target >>
[delete] Could not find file <<STUFF>> to delete. <-- trace output >
     [echo] COMPILE .
     [echo] TO <<MORE STUFF>>

...if the -verbose option was specified. Now it seems to come out in all cases,
even if the -quiet option is given (with the stuff in chevrons added by me for
the purpose of explanation/clarity).
