ant command unrecognizable

This is on Windows 98. 

The "ant" command is simply unrecognizable. Results are 
BAD COMMAND OR FILE NAME

Yes, I did

   * follow the instructions on
    http://jakarta.apache.org/ant/manual/index.html 
    advising to use a short path name. See Below.
   * verify that JAVA_HOME is correct and ANT_HOME is correct

Is there a modification of this "for loop" in the ant script
that might help? I am referring, of course, to the 
comments on the ANT web site:

Windows 95 and Windows 98 Note:  
  On these systems, the script used to launch Ant will have problems if 
ANT_HOME is a long filename. This is due to limitations in the OS's handling of 
the "for" batch-file statement. It is recommended, therefore, that Ant be 
installed in a short path, such as C:\Ant.
