Sorry, it's my typo. 

"unless" property for <target> doesn't accept boolean true/false value. For 
example if I set property using <uptodate> task I can't use that property 
for "unless".

I suggest to change the "if"/"unless" behavior and check value of the property 
as well, to be able to use it together with <uptodate> task.

Another possible solution is to change behavior of <uptodate> to match with the 
<target> behavior.

The build file I have problem with is looks like this:

...
<target name="t1">
  ...
  <uptodate property="t2.notRequired">
    ...
  </uptodate>
</target>

<target name="t2" depends="t1" unless="t2.notRequired">
  ..
</target>
...
