Ok, I looked at this more closely.

1. what makes you think javac didnt do anything? clean the output dirs and try 
again; looks like javac thinks you are up to date.

This is probably an expectation error.

2. javadoc is running, failing with a usage message. What does that imply? 
that's right, usage issues. You need to look more closely at the examples in 
<javadoc> to see how to control this very complex task. 

This is a "build file error", though your report indicates that the <javadoc> 
could maybe be more informative, though the usage error from javadoc itself 
seems to have statisfied other users.
