Are you sure about this????  So do I just access the latest ant as
anonymous, and where is this bugzilla.  I did not see anything about that in
the link you gave me(which I have now read twice)

You are right (as Martin is too).

See for a definition of roles:

"Developers are the people who write code or documentation patches or
contribute positively to the project in other ways. A developer's
contribution is always recognized. In source code, all developers who
contribute to a source file may add their name to the list of authors for
that file. "

"Developers who give frequent and valuable contributions to a subproject of
the Project can have their status promoted to that of a "Committer" for that
subproject. A Committer has write access to the source code repository and
gains voting rights allowing them to affect the future of the subproject. "

So your way is (as you wrote) to

1. Get the latest source as anonymous
2. Make you changes
3. Generate a diff (diff -u) and send this as an attachment with a subject
"[PATCH] description" to this list.
