True, you cannot replace a SecurityManager at all, at least in JDK 1.1
System.setSecurityManager will throw an exception, if there already is
one.  Maybe this is the JDK 1.1 issue?

For later JDKs, the existing SecurityManager will be asked for
permission before you can replace it, and may decide to say no.
