Ant.bat does not work on WindowsNT when JAVACMD specified

Are you saying that JAVACMD never works (which I strongly doubt), or that it 
doesn't work with the value of JAVACMD that you have set?

If you're trying to include JVM args in JAVACMD, then it will not work.

The quotes are there for people who install the jvm into a path with spaces 
(eg "Program Files")

>From the manual:
JAVACMD - full path of the Java executable. Use this to invoke a different JVM 
than JAVA_HOME/bin/java(.exe). 
ANT_OPTS - command line arguments that should be passed to the JVM - for 
example, you can define properties or set the maximum Java heap size here. 

And from the WHATSNEW file:
* The environment variable JAVACMD that can be used to specify the
  java executable to Ant's wrapper scripts must not contain additional
  command line parameters any longer - please use the environment
  variable ANT_OPTS for such parameters now.
  
We highly recommend reading the WHATSNEW file with each release - things do 
change, and that's where you will find out about them.
