How many files in your file system are *not* in your local encoding?

Most of us in "latin-1" world do not really care, but I bet guys in Japan
and such may care. Are those people's files  usualy in UTF8?

The default should be the most natural or common one. In particular it would
be nice if the default encoding would match those used by other existing
tasks that look at the content of files in the file system
