According to the documentation, the targetfolder parameter of the <starteam>
task is supposed to be the folder on the machine doing the checking out that
maps to the root folder in starteam specified by the
projectname/viewname/foldername params.  In other words, it should do what stcmd
does when the -rp parameter is specified.  This is not how the task is coded nor
how it performs.  Instead, as I see the code, it performs a number of
calculations to figure out the local path which factor in the "default path" of
the Star Team view.  This should never be the case, unless the targetfolder
parameter is not specified.  As presently implemented, the user of the ant
<starteam> task will never be able to completely specify the folder to which he
wants the files checked out.
