Execute still fails when failonerror=false and the error is program not found

Take a target which calls an app with failonerr, run it under Windows.

  <target name="missing" >
    <exec command="missing-command" 
      failonerror="false"/>  
  </target>

Because the app is missing, I would have expected some kind of failure, but I 
would also have expected the failonerror flag to have picked it up. but this 
is not what happens:

windows: 
 Execute failed java.io.IOException: CreateProcess: missing-command error=2

Linux
 Execute failed: java.io.IOException: missing-command: not found

Is this expected behaviour? If so, it needs to be explicitly documented. If 
not, it is hard to write code which calls a task only if it is present without 
doing all that probing first.
