the tstamp task should be extended with a timezone property/attribute which should make it

possible to overrule the default timezone.

This could e.g. be used to ensure timestamps 
always are in UTC time which is what  CVS are using for its 
comparions.

example:

<tstamp>
    <format property="today" 
timezone="UTC"/>
</tstamp>

Will set the property ${today} with the time calculated with 
respect to the timezone UTC.

The timezone should just be the ones available through the 
TimeZone class in Java.
