-projecthelp option doesnt list any projects if none are documented

Summary: -projecthelp option doesnt list any projects if none are
                    documented
           Product: Ant
           Version: 1.5 alpha (nightly)
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Core
        AssignedTo: ant-dev@jakarta.apache.org
        ReportedBy: steve_l@iseran.com

I know that -projecthelp was changed to not list any targets without
descriptions, to distinguish public ones from private ones, but it doesnt list
any targets if none of them have descriptors:

>ant -projecthelp
Buildfile: build.xml
Main targets:

Default target: archive

realistically, and to be backwards compatible with existing targets, we should
have a list all targets mode which kicks in the moment no targets have a
description. Or a special projecthelp option to list all targets regardless
(actually that may not be a bad thing on its own)
