reopening it to easy discussion.

OK, I looked at the source - jikes still supports the -encoding attribute if it
is compiled with the proper libraries for it, see src/option.cpp, line 344:

#if defined(HAVE_LIBICU_UC) || defined(HAVE_ICONV_H)
            else if (strcmp(arguments.argv[i], "-encoding") == 0 &&
                     ((i + 1) < arguments.argc))

so we should definitively keep the -encoding attribute for jikes.
