Yes, but maybe changing the language has side effects (like giving Java a
different idea of the platform's default encoding).

Can you rebuild Ant if you change the first line of the build file to read

<?xml version="1.0" encoding="UTF-8"?>

This is just a guess, but we should try it anyway.
