OK - Solved my problem.  Looking carefully at the code I can see that if I use 
JDK 1.3, Ant 1.4.1 does not use cmd.exe.  Instead it uses the new Runtime.exec
(String[] cmdarray, String[] envp, File dir) method to change directory and run 
processes.

This just leaves me trying to get Ant to use JDK 1.3, while building a project 
that uses 1.2.2.  Ho Hum.
