Move <propertyfile> to a built-in task

           Summary: Move <propertyfile> to a built-in task
           Product: Ant
           Version: 1.4
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Core tasks
        AssignedTo: ant-dev@jakarta.apache.org
        ReportedBy: jakarta@ehatchersolutions.com

The <propertyfile> task has no 3rd party dependencies and is practically useful
in all builds. Having it as an optional.jar task adds to the overhead
involved in using it.
