The excludes statement above will exclude the directory, but no files
in it, you want to use a pattern like

excludes="org/netbeans/modules/vcs/advanced/config/*"

or 

excludes="org/netbeans/modules/vcs/advanced/config/**"

if you want the exclude to apply recursively.
