Subject is there a problem with default bug priority on web form?

Is there a mismatch between the bug-entry form and the server-side
code behind it (or maybe the bug-edit form)?

I notice that when I report a bug, the default "Resolution Priority"
is "P2".

However, when I submit a bug with that default priority and then go back 
to it (e.g., http://nagoya.betaversion.org/bugzilla/show_bug.cgi?id=1656),
the priority shows up as "High" (and there is no P2 in the pulldown list).

I figure I should leave settings I don't understand (e.g., "P2") 
at their default values, but I don't really want the Ant developers
to think I'm intentionally setting the priority to "High".


Is "P2" a bug or a valid priority value?  (If it's valid, what does it
mean?)
