Subject [Bug 1046] New - Javadoc won't work right.

+ I tried to use the Javadoc capability of Ant, but it doesn't work.  The program 
+ recognizes that I want a Javadoc with a specified package, but it keeps saying 
+ that it can't write one without a specified package.  Here is the verbose
