+ If you specify <property name="rmic_version" value="1.2" /> then rmic always 
+ thinks it needs to compile. When you change the rmic_version to "1.1" then all 
+ is well. Looked at the source. The problem appears to be in this if-else block.

+ Get rid of the else clauses and you should be fine. In fact, given that if you
