Agreed, and I don't think Ant can find out wether any of these
conditions are fulfilled easily.

How about moving the tests that require a webserver out into a
different test class and exclude the test unless a property - say
tests.host - has been set. Use the value of that property as the
machine running the webserver, document it and don't set it by
default?
