Can someone who has write access update the TIME_OUT value
ExecuteWatchdogTest from 2000ms to something like 6000ms ?

This value/2 should be more than enough and give the time for the VM to
start and shutdown, otherwise, with 2000ms I'm assuming that it takes less
than a sec to startup. On a Celeron 450/Win2K, it seems to be around 800ms
since the whole test takes about 1800ms
