Although this is useful in its own right, isn't the "correct" thing
to do to add an attribute to tstamp that changes the locale for the 
TODAY variable or, better, use DateFormat in a way that respects the
locale? See DateFormat.getDateInstance(DateFormat.MEDIUM) and 
DateFormat in general.
