keepdate should be available but not the default. I've often used
the option with copy commands (on various operating systems) for
file refresh and configuration management sorts of things.

When keepdate=true, better to throw an exception under JDK 1.1 than
copy anyways. Otherwise, the likely consequence is using the wrong
files in a build.
