Subject [PATCH] Filter using properties

Here is a two file patch (Project.java & Filter.java) to allow the
filtering system to use properties for its filters.  This change includes
an added attribute to Filter (useproperties=<boolean>), a new field in
Project (boolean filterUsingProps) and some support methods.

I also added a findProperty() method to search the user props, then props
for a given property name.

Once again, I tried not to change too much.  In replace() I did change the
logic a bit (so I didn't have to duplicate the code for performing
replacement off of the tokens hashtable).

I have found myself creating Filters for most of my user defined
properties (so I can generate configuration files for each user based on
their configuration), this patch makes all of those filter lines turn
into:

 <filter useproperties="true"/>

would like a single-file version please let me know.
