tools.jar is included in my CLASSPATH.

I'm using the SUN JDK1.2.2. Before calling
bootstrap.sh, my settings are:

JAVA_HOME=/usr/local/java/jdk/jdk1.2.2

CLASSPATH=.:${JAVA_HOME}/jre/lib/rt.jar:${JAVA_HOME}/jre/lib/i18n.jar:${JAVA_HOME}/lib/tools.jar


NOTE: bootstrap.sh tries to use classes.zip, which is obsoleted,
so I changed that to use rt.jar and i18n.jar.

sounds like you didn't include $JAVA_HOME/lib/tools.jar

If thats not it then copy-paste the message and send to list,
