I've got the blackdown jdk1.2 working fine with ant. The class you
mention I find in ./lib/tools.jar under the blackdown jdk dir.

The ant script in the ./bin/ dir of the ant distribution then includes
tools.jar in the classpath if you have $JAVA_HOME set.
