Tim Thorpe resolved AMBARI-20993.
---------------------------------
    Resolution: Invalid

During cluster deploy or even when adding a new service you need both the layout and the configurations
to default to valid settings.

In order to enforce conditional dependencies in the layout, you first need to know what the
configuration settings will be. In order to know what default configuration settings to use,
you first need the layout.

> AMBARI-19685 started the work but is only enforcing non-conditional dependencies for
slaves and masters. This will add in the ability to validate the layout and the configuration
for conditional dependencies both for "property exists" and "property equals" type of dependencies.
